Hire-to-activate onboarding: from offer accepted to day one
Hire-to-activate is the onboarding path from an accepted offer to an employee record that is ready for day-one work: forms complete, joining date set, access activated, and welcome procedures assigned. It is people-ops onboarding — not the same as IT device provisioning.
Direct answer
After a candidate accepts an offer, HR still needs structured steps before the person can work: collect joining data, approve readiness, set a joining date, activate login access, and orient the employee. That sequence is hire-to-activate onboarding.
Onboarding vs IT provisioning
HR onboarding owns employment readiness and records. IT provisioning owns laptops, network accounts, and tool licenses. They must coordinate on timing, but a hire-to-activate process should not pretend the HRMS automatically configures every corporate system unless that integration is explicitly built.
Typical stages

Activation and access
Activation is the moment the employee record becomes a working login in the HR system. Teams usually align activation with joining date (or shortly before) so day-one self-service works without opening access too early.
